PULASKI, Tenn. 鈥� University of Tennessee Southern Chancellor Melinda Arnold, PhD. delivered her first State of the University address on Wednesday, outlining a bold, future-focused framework that redefines how the university aligns its people, programs, and priorities around one shared goal: an exceptional student experience.

In her address, Arnold emphasized that the changes announced are not about structure for structure鈥檚 sake, but about building intentional alignment that connects every part of the university鈥攆rom academics to operations鈥攖o strengthen communication, collaboration, and impact.

鈥淲e鈥檙e innovating not for novelty, but for alignment鈥攚ith who we are and how we serve,鈥� Arnold said. 鈥淭his framework places the student experience at the center of all we do鈥攅nsuring that every decision, every division, and every investment directly supports student success.鈥�

At the heart of the plan is a redesigned leadership and organizational model that positions UT Southern for sustainable growth and long-term impact. Key among the updates is the creation of Integrated Enrollment and Brand Strategy, a new division that unites recruitment, admissions, and marketing to expand enrollment and elevate the UT Southern brand. The university will also introduce a new Academic Affairs and Student Experience division, bringing academics and student life together under one umbrella to strengthen continuity and connection from classroom to career.

These efforts are guided by UT Southern鈥檚 first Strategic Enrollment Management Plan, developed in partnership with Huron Consulting Group and a cross-campus team. The plan centers on three pillars: marketing and recruitment, student success, and academic alignment with workforce demand.

Most recently, Blumenthal served as Executive Vice President of Administration & Finance at Portland Community College (PCC), Oregon鈥檚 largest community college. During his tenure, he oversaw a $1.5 billion biennial budget, directed financial operations across multiple divisions, and led major initiatives, including bond programs that achieved significant taxpayer savings and the implementation of the Workday ERP system. He also developed PCC鈥檚 comprehensive Emergency Operations Plan during the COVID-19 pandemic.

Prior to his role at PCC, Blumenthal held leadership positions at the University of Western States, Portland State University, and other institutions, consistently driving financial improvements, strengthening community partnerships, and advancing institutional growth. His work has earned numerous accolades, including the Oregon Presidents Council鈥檚 Cam Preus Award for extraordinary commitment to community colleges and the Portland Business Journal CFO of the Year honor.

Blumenthal holds an MBA from the University of Massachusetts Lowell and a Bachelor of Science in Accounting from Boston College, graduating cum laude. An active community leader, he has served on boards such as NAMI Clackamas and as a peer evaluator for the Northwest Commission on Colleges and Universities.
